The House of Co-Existence (HOC) is a multicultural community center based in Sinjar, dedicated to promoting peace, human rights, and social cohesion, with a special focus on empowering youth and women in post-conflict areas. Established by 2019 Aurora Prize Laureate Mirza Dinnayi, HOC operates as an independent, non-profit NGO under Iraqi Law No. 12/2010. Since its registration in June 2021, HOC has become a leading civil society initiative nationally, frequently visited by international guests and diplomatic missions. It provides a safe and inclusive space for cultural, educational, legal, and psychosocial support and acts as a platform for collaboration between local and international organizations.

Scope of Work – Legal Service Provider:

The Lawyer (Service Provider) will deliver legal services under the supervision of the Legal Team Leader in Sinjar. Responsibilities include daily field visits to Sinjar (and Mosul if needed), providing legal counselling and representation for complex cases, delivering legal awareness sessions, and ensuring high-quality documentation and ethical practice. Legal services cover civil documentation, family law, housing, land and property (HLP), and detention.

Key Responsibilities:

Field-Based Legal Services:

  • Conduct daily field visits in Sinjar to assess legal needs and follow up on ongoing cases.
  • Provide individual legal counselling and advice, explaining clients’ rights and options.
  • Represent clients in complex legal cases before courts and administrative bodies, including:
    • Civil documentation
    • Personal status and family law
    • Detention
    • Housing, Land, and Property (HLP)
  • Prepare and submit case files according to legal procedures and SOPs.

Legal Awareness and Protection Monitoring:

  • Facilitate legal awareness sessions for targeted communities on civil rights, legal procedures, and protection.
  • Report protection concerns or rights violations observed during field visits, following confidentiality and safety standards.

Documentation and Reporting:

  • Maintain detailed and confidential legal case files.
  • Submit daily and weekly field reports to the Legal Team Leader.
  • Ensure accurate and timely entry of all legal activities into the CommCare system.

Standards and Compliance:

  • Comply with HOC’s legal ethics, safeguarding policies, and professional standards, including:
    • Protection from Sexual Exploitation and Abuse (PSEA)
    • Child Safeguarding
    • Anti-Harassment and Integrity Policies
  • Respect clients’ confidentiality, dignity, and safety in all service provision.

Required Qualifications:

  • Bachelor’s degree in Law.
  • Licensed member of the Iraq Lawyers Syndicate.
  • Minimum 2–3 years of experience in legal practice, especially in family law, civil documentation, detention, and HLP.
  • Proven experience providing legal aid in humanitarian or community-based contexts.
  • Strong knowledge of Iraqi legal systems and representation procedures.
  • Fluent in Arabic; knowledge of Kurmanji preferred; English is an asset.
  • Strong communication and reporting skills.
  • Proficient in Microsoft Office; knowledge of CommCare is an advantage.

Payment Terms:

The Legal Service Provider will receive a monthly honorarium upon full delivery of assigned services and submission of complete reports and documentation as outlined in this scope of work.
