The House of Co-Existence (HOC) is a multicultural community center based in Sinjar, dedicated to promoting peace, human rights, and social cohesion, with a special focus on empowering youth and women in post-conflict areas. Established by 2019 Aurora Prize Laureate Mirza Dinnayi, HOC operates as an independent, non-profit NGO under Iraqi Law No. 12/2010. Since its registration in June 2021, HOC has become a leading civil society initiative nationally, frequently visited by international guests and diplomatic missions. It provides a safe and inclusive space for cultural, educational, legal, and psychosocial support and acts as a platform for collaboration between local and international organizations.
Job Overview:
The Livelihood Officer will lead the implementation of livelihood activities in Sinjar under HOC’s integrated economic recovery and community development program. The Officer will support employability efforts for conflict-affected populations—including IDPs, returnees, and host communities—through job counseling, employability training, safe job placement, financial literacy, and coordination with business support services. The Officer will work closely with community stakeholders, job seekers, private sector actors, and local authorities to ensure inclusive and sustainable access to economic opportunities.
Key Responsibilities:
Program Implementation:
- Conduct community outreach to identify job seekers from diverse backgrounds and ensure inclusive participation.
- Lead job counseling sessions and employability skills workshops (e.g., CV writing, interview preparation).
- Map safe and decent job opportunities by engaging employers and maintaining a registry of verified vacancies.
- Organize networking events, job fairs, and match-making activities between job seekers and employers.
- Deliver Financial Health Encouragement (FHE) sessions on savings, budgeting, debt management, and livelihood planning.
- Support referrals for small business support in partnership with IRC and IOM, including business training and grant access.
- Establish informal jobseeker forums to promote peer-to-peer information sharing and employment linkages.
Monitoring & Evaluation:
- Document all activities with attendance sheets, reports, and visual documentation.
- Maintain up-to-date beneficiary records and input into relevant databases.
- Collect participant feedback to improve training content and service delivery.
Coordination & Networking:
- Liaise with private sector actors, training providers, NGOs, and local authorities for coordinated service delivery.
- Represent HOC in local economic development forums and employment working groups.
- Support external visits and learning sessions involving partners or donors.
Administrative & Logistical Support:
- Prepare procurement requests, coordinate training logistics, and manage materials for livelihood activities.
- Ensure compliance with HOC’s administrative procedures in documentation and reporting.
Required Qualifications & Experience:
- Bachelor’s degree in Economics, Business Administration, Social Sciences, or a related field.
- Minimum 2–3 years of experience in livelihood, employment, or economic empowerment projects.
- Experience working with IDPs, returnees, or vulnerable communities is an asset.
- Strong facilitation skills and ability to work with diverse stakeholders.
- Good knowledge of local labor markets and private sector dynamics.
- Fluent in Arabic and Kurmanji; English is an asset.
- Proficient in Microsoft Office (Word, Excel, PowerPoint).

This position will be supervised by the Programs’ Deputy Lead.
