The House of Co-Existence (HOC) is a multicultural community center based in Sinjar, dedicated to promoting peace, human rights, and social cohesion, with a special focus on empowering youth and women in post-conflict areas. Established by 2019 Aurora Prize Laureate Mirza Dinnayi, HOC operates as an independent, non-profit NGO under Iraqi Law No. 12/2010. HOC provides a safe and inclusive space for cultural, educational, legal, and psychosocial support and serves as a platform for collaboration between local and international organizations.
Job Overview:
Under the direct supervision of the Program Deputy Lead, the Legal Team Leader will oversee all legal activities in Sinjar to ensure high-quality, ethical, and client-centered legal service delivery. The Team Leader will supervise the legal team, manage legal casework, conduct legal awareness and representation, and coordinate with local authorities and justice actors. The role includes mentoring lawyers, monitoring case documentation, and contributing to data collection and reporting.
Key Responsibilities:
Leadership and Staff Supervision
- Manage all legal activities in Sinjar, including civil documentation, family law, detention, housing/land/property (HLP), and GBV-related legal aid.
- Develop weekly and monthly work plans in collaboration with the Program Deputy Lead and legal team members.
- Supervise and coach lawyers, including schedule oversight, leave planning, performance evaluations, and professional development.
- Address performance issues in coordination with HR and in line with staff policies.
Project Management
- Provide technical guidance to lawyers and ensure compliance with SOPs, Iraqi law, and client confidentiality standards.
- Monitor legal service quality, review case files, and implement corrective measures as needed.
- Support lawyers to ensure clients obtain legal documents (civil IDs, court papers, land/property deeds, etc.).
- Maintain accurate legal documentation, including service agreements, receipts, and court decisions.
- Participate in evidence-based advocacy and support clients in submitting complaints or representations to administrative or judicial bodies.
- Coordinate with the data team to ensure accurate entry of case information in the CommCare system.
- Prepare and contribute to technical and legal reports as required.
Coordination and Stakeholder Engagement
- Represent HOC’s legal team in meetings with local authorities, justice actors, legal networks, and working groups.
- Strengthen collaboration with humanitarian actors and government entities to improve access to legal services.
Other Duties
- Monitor the safety and security of the legal team and report management concerns.
- Support visits by partners, donors, or external stakeholders.
- Perform additional duties as assigned by the Program Deputy Lead.
Required Qualifications and Experience:
- Bachelor’s degree in Law; must be a member of the Iraq Bar Association.
- Minimum 3–6 years of professional legal practice across various case types.
- Experience with international NGOs is preferred.
- In-depth understanding of ethical legal service delivery and humanitarian legal assistance.
- Strong leadership, communication, and mentoring skills.
- Ability to coordinate multiple tasks under pressure while maintaining attention to detail.
- Proficient in Microsoft Office (Word, Excel, PowerPoint).
- Native Arabic speaker and fluent in Karmanji; working knowledge of English is desirable.
