The House of Co-Existence (HOC) is a multicultural community center based in Sinjar, dedicated to promoting peace, human rights, and social cohesion, with a special focus on empowering youth and women in post-conflict areas. Established by 2019 Aurora Prize Laureate Mirza Dinnayi, HOC operates as an independent, non-profit NGO under Iraqi Law No. 12/2010. Since its registration in June 2021, HOC has become a leading civil society initiative nationally, frequently visited by international guests and diplomatic missions. It provides a safe and inclusive space for cultural, educational, legal, and psychosocial support and acts as a platform for collaboration between local and international organizations.

Job Overview:

Under the direct supervision of the Program Deputy Lead, the Legal Team Leader will oversee all legal activities in Sinjar to ensure high-quality, ethical, and client-centered services. The Team Leader will supervise the legal team, support legal case management, conduct awareness and representation, and coordinate with local authorities and justice actors. This role includes mentoring lawyers, monitoring case documentation, and contributing to reporting and data collection.

Key Responsibilities:

Leadership and Staff Supervision:

  • Manage all legal activities in Sinjar, including civil documentation, family law, detention, HLP, and GBV-related legal aid.
  • Develop weekly and monthly work plans with the Program Deputy Lead and legal team.
  • Supervise and mentor lawyers, including scheduling, leave planning, performance reviews, and professional development.
  • Address performance issues in coordination with HR and follow staff policies.

Project Management:

  • Provide technical guidance to lawyers and ensure compliance with SOPs, Iraqi law, and confidentiality standards.
  • Monitor legal service delivery and conduct quality control of case files.
  • Support lawyers in obtaining clients’ legal documents (civil IDs, court papers, land/property deeds, etc.).
  • Ensure accurate legal documentation, including service agreements, receipts, and court decisions.
  • Participate in evidence-based advocacy and support clients in administrative or judicial complaints.
  • Coordinate with the reporting team to ensure accurate entry of case data into the CommCare system.
  • Prepare and contribute to technical reports and legal documentation as needed.

Coordination:

  • Represent HOC’s legal team in meetings with local authorities, justice actors, legal networks, and working groups.
  • Strengthen collaboration with humanitarian actors and government entities to improve access to legal support.

Other Duties:

  • Monitor safety and security of legal staff and report management concerns.
  • Support visits by partners, donors, or external stakeholders.
  • Perform other duties as assigned by the Program Deputy Lead.

Required Qualifications & Experience:

  • Bachelor’s degree in Law; licensed member of the Iraq Bar Association.
  • 3–6 years of professional legal experience across multiple case types.
  • Experience with INGOs preferred.
  • In-depth understanding of ethical legal service delivery and humanitarian legal assistance.
  • Strong leadership, communication, and mentoring skills.
  • Ability to coordinate multiple tasks under pressure with attention to detail.
  • Proficiency in Microsoft Office (Word, Excel, PowerPoint).
  • Native Arabic and Kurmanji; working knowledge of English is desirable.
