About the House of Coexistence (HOC):

The House of Co-Existence (HOC) is a multicultural community center based in Sinjar, dedicated to promoting peace, human rights, social cohesion, and environmental sustainability, with a focus on empowering youth and women in post-conflict areas. Founded by 2019 Aurora Prize Laureate Mirza Dinnayi, HOC operates as an independent, non-profit NGO under Iraqi Law No. 12/2010. HOC has become a leading civil society initiative nationally, hosting international guests and diplomatic delegations. It provides a safe, inclusive space for cultural, educational, legal, and psychosocial support and serves as a platform for collaboration between local and international organizations.

Position Overview:

The Procurement Officer is the primary focal point for managing all procurement processes across HOC. The role ensures that goods, services, and works are acquired efficiently, transparently, cost-effectively, and in compliance with HOC policies, donor requirements, and national regulations. The Procurement Officer will support multiple ongoing projects, coordinating closely with program teams, finance, and field staff to maintain accountable and effective supply chain operations.

Key Responsibilities:

1. Procurement Planning & Coordination

  • Develop and maintain annual and project-specific procurement plans with program managers and finance staff.
  • Review purchase requests for accuracy, clarity, and completeness before procurement initiation.
  • Coordinate with program and technical teams to understand procurement needs and ensure timely fulfillment.

2. Sourcing & Tendering

  • Identify, vet, and maintain an updated database of qualified vendors and suppliers.
  • Prepare RFQs, ITBs, and RFPs according to HOC and donor guidelines.
  • Facilitate fair and competitive bidding processes, including bid evaluations and documentation.

3. Contracting & Compliance

  • Draft and manage POs, contracts, and framework agreements, ensuring alignment with technical specifications and delivery schedules.
  • Ensure compliance with HOC procurement policy and donor requirements (e.g., UNDP, IOM, IRC, GIZ).
  • Monitor contract performance and maintain a centralized procurement tracking system.

4. Logistics & Delivery Oversight

  • Coordinate with suppliers and field teams to track timely delivery and resolve delays or disputes.
  • Verify quality, quantity, and condition of received items with program staff and warehouses.

5. Documentation & Reporting

  • Maintain accurate procurement records for audit readiness.
  • Support finance with procurement documentation for payments and donor reporting.
  • Prepare and share monthly procurement status reports with senior management.

6. Risk Management & Ethics

  • Ensure transparent, fair, and ethical procurement practices.
  • Identify procurement risks and recommend mitigation strategies.
  • Monitor vendor performance and report irregularities or contract violations.

Qualifications & Experience:

Education:

  • Bachelor’s degree in Business Administration, Logistics, Supply Chain Management, Accounting, or related field.

Experience:

  • Minimum 3 years in procurement or logistics, preferably within NGOs or international development.
  • Proven ability to manage end-to-end procurement processes independently.
  • Experience with donor-funded projects (UN agencies, EU, GIZ, US donors) is highly desirable.

Skills & Competencies:

  • Strong knowledge of procurement regulations, supply chain ethics, and contract management.
  • Excellent organizational and time management skills.
  • High attention to detail, reliability, and confidentiality.
  • Strong communication skills in Arabic and English; Kurdish is a plus.
  • Proficient in MS Office (Excel & Word); familiarity with procurement management systems is an asset.
