House of Coexistence is a multicultural community center based in Sinjar, dedicated to promoting peace, human rights culture, and social cohesion, with a special focus on empowering youth and women in conflict-affected areas. The center was founded by Aurora Prize Laureate 2019, Mirza Dinnayi, as an independent, non-profit NGO under Iraqi NGO Law No. 12 of 2010.

HOC has become one of the leading initiatives at the national level, regularly hosting international guests and diplomatic delegations. It provides a safe and inclusive space for cultural, educational, legal, and psychosocial support, and serves as a platform for collaboration between local and international organizations.

Scope of Work – Legal Service Provider:

The lawyer (service provider) will deliver legal services under the supervision of the Legal Team Leader in Sinjar. Responsibilities include daily field visits in Sinjar (and occasionally Mosul, as needed), providing legal consultations, representing beneficiaries in complex legal cases, conducting legal awareness sessions, and ensuring high-quality documentation while adhering to ethical standards.

Areas of work include: civil documentation, family law, detention cases, and housing, land, and property (HLP).

Key Responsibilities:

Field Legal Services:

  • Conduct daily field visits in Sinjar to assess legal needs and follow up on ongoing cases.
  • Provide individual legal consultations and explain rights and available options to beneficiaries.
  • Represent beneficiaries in complex legal cases before courts and administrative bodies in areas including:
    • Civil documentation
    • Personal status and family law
    • Detention
    • Housing, land, and property (HLP)
  • Prepare and submit legal case files in line with approved procedures and SOPs.

Legal Awareness & Protection Monitoring:

  • Conduct legal awareness sessions for target communities, focusing on civil rights, legal procedures, and protection.
  • Report any protection concerns or rights violations identified during field visits, ensuring full confidentiality and safety standards.

Documentation & Reporting:

  • Maintain detailed and confidential legal case files.
  • Prepare daily and weekly field reports and submit them to the Legal Team Leader.
  • Ensure accurate and regular data entry of all legal activities into the CommCare system.

Standards & Compliance:

  • Adhere to legal ethics and HOC protection policies and professional standards, including:
    • Protection from Sexual Exploitation and Abuse (PSEA)
    • Child Protection
    • Anti-harassment and integrity policies
  • Respect beneficiaries’ privacy, dignity, and safety at all stages of service delivery.

Required Qualifications:

  • Bachelor’s degree in Law.
  • Registered member of the Iraqi Bar Association.
  • Minimum 2–3 years of legal practice experience, especially in family law, civil documentation, detention, and HLP.
  • Proven experience in providing legal aid within humanitarian or community contexts.
  • Strong knowledge of Iraqi laws and judicial procedures.
  • Fluency in Arabic; Kurdish (Kurmanji) is an asset; English proficiency is a plus.
  • Strong communication and reporting skills.
  • Proficiency in computer skills (Word, Excel, PowerPoint); knowledge of CommCare is an asset.

Payment Terms:

Monthly service fees will be paid to the legal service provider upon completion of all required services and submission of full reports and documentation.
